First of all, you will have to update your browsers bookmarks
! some changes occur on the Web addresses ...
A lot of work still need to be done, but the integration of the information is
well on the way.
Both Grundtvig programmes are also moving fast - details will
be provided in the next NewsLetter.

ECTN / ECT websites ...
Please take note ...
- The ECTN website was recently updated by Anthony Smith.
The task is not completed yet, but progress is being made.
- The address of the ECT Website has moved to : http://www.EChemTest.net,
the former address .../ceetok/ect/ will remain active till the next
March NewsLetter, then will be removed. (this is link
is not anymore valid - webmaster info September 2001)
Since the first release of the ECT website last January, some
important changes have occurred regarding the accessibility to the various pages
and links. Only 3 levels are now necessary to access the test page from the ECT
Homepage (Tests still not activated today - but, off-line version of the English
tests are available on Perception).
Thanks to Kalina Mutafchieva who provided the Bulgarian
version of the Webpage, to add to the first 14 previously available
languages. Information about the various tests now incorporates the description
of the Training Test "Discover Europe".
The translation process about the informative text, is not
fully completed.

6. Grundtvig
The full Grundtvig application will be submitted by the March
1st deadline, even though application forms were not available until
mid-February. The application will be included with the next Newsletter.

- Website
The former CEETOK website has not been improved since last month. Temporarily
hosted at SEFI (Brussels-BE), the belgian website http://www.eask.be,
is still automatically rerouted to the actual CEETOK website address : http://www.cpe.fr/ceetok/.
- Evaluation
A second evaluation by Guildford Educational Services of the Evaluation
of Core Chemistry project will take place on March 9th in Brussels - Anthony
Smith, Richard Whewell and Pascal Mimero will defend the
ECTN / European Chemistry Test. Funding was only available for three people to
attend.

Other Networks and projects
- ATHENA
Special Evaluation version 3.5.2. eu provided in Hungarian, Spanish, French,
Italian and English. It includes a demographic survey, and the
Pre-University Level 2 test, and is available on a single floppy disk - in one
language. Anybody who would like a copy of the disk should contact Tony Smith.
- FoodNet
Anthony Smith and Pascal Mimero will meet Elisabeth Dumoulin
from the Food Science Network on February 27th 2001.They are beginning
a project to provide computer-based tests.
- STEDE - Science Teacher Education Development
in Europe
A new thematic network concerned with the education of science
teachers at primary and secondary level has been created. The ECTN (Anthony
Smith) has been in contact with this network - they are interested in
collaborating with us on various activities (Image and Testing in particular)
once they get established.

Thematic Network Co-ordinators Meeting
Thematic Network Co-ordinators meeting, Brussels,
February 5th, 2001
A meeting of TN co-ordinators was held in Brussels recently.
We were given information about Socrates, new Thematic Networks, new application
procedures, new financial rules. The main items of general interest are the
following:
- An evaluation of the Socrates programme (1996-1999) has
taken place. The report will be published on the web in the next two weeks -
look at the DG Education and Culture web pages on the Europa server. One
conclusion/recommendation is that synergies between different activities of
the Socrates programme should be improved. We, the ECTN, should develop
spin-off activities in Curriculum Development, for example.
- Cyprus are not eligible for funding in the 2000/2001
period, but will be eligible for 2001/2002.
- For TNs, multiannual contracts are not possible. So the
ECTN2 application, which was for 3 years, has to be re-submitted each year
as in the past. The deadline is March 1st 2001 - and application forms were
not available until mid-February (as for the Grundtvig full application). I
will do my best to produce a credible application in the time available. I
believe this underlines the necessity for ECTN to create an Association that
will give us some stability and sustainability.
- Contracts for the 2000/2001 period, which began on 1st
September 2000, have still not been signed by the Commission, due to an
error by the Commission in calculating the percentage funding of the total
project costs. Because of this, very little (or no) account will be taken of
the progress made so far when assessing the renewal application for
2001/2002.
- You will be somewhat relieved, and I am extremely relieved,
to learn that from 2001/2002 I will no longer need to ask you to complete
Academic Staff Time sheets to justify Institutional funding of the project.
- There will no longer be separate budgets for EUR-18 and
Associated Countries. We can transfer money between these two headings. This
will also make the accounting much easier.
- There will be NO funding for general costs - these are the
administrative costs - telephone, fax, photocopies, etc - although these
costs will be allowed (up to a maximum of 7% of total costs) for calculating
the Inststutional funding for the project - I haven't told the Director of
CPE Lyon yet!
- New thematic networks which began in 2000/2001 either as
second phase projects (such as ECTN) or new projects are:
- Thematic Network Project in the Area of Languages II
- Agriculture, Forestry, Aquaculture and the Environment
- University Continuing Education
- Education and Training for Environment-Water
- Veterinary Education
- A Philosophy for Europe: North and South, East and West
as an interdisciplinary network
- Higher Arts Education in Europe
- Humanitarian Development Studies
- Enhancing Engineering Education in Europe
- Biotechnology
- Physics
- Teacher Education and Research
- Dentistry
- European Quality Link
- Electrical and Information Engineering
- Chemistry
- Science Teacher Education Development
- Harmonisation of Laws in the area of Justice and Internal

- For 2001/2002, 17 pre-proposals have been short-listed for
Stage 2 from a total of 51 received.

Miscellaneous, new PhD ...
Information received from SISSA / ISAS
Scuola Internazionale Superiore di Studi Avanzati / International School for
Advanced Studies
A new PhD course in Structural and Functional Genomic is
created in Trieste (Italy) at SISSA. International programme and staff, at the
intersection of Physics and Biology. Application Deadline March 30th and
October 1st, 2001. More information available at : http://www.sissa.it.
